Surplus power but persistent crisis

In the first week of October, a country with nearly 50,000MW of installed generation capacity could not keep its lights on. The national shortfall crossed 4,000MW, parts of Lahore went one hour on and one hour off, and some Karachi neighbourhoods reported outages of up to 18 hours.
